As Haryana charts its long-term economic roadmap, women entrepreneurs are increasingly emerging not as policy beneficiaries but as architects of that roadmap. This shift was evident at the Pre-Budget Consultation on “Haryana Vision 2047”, held in Gurugram recently, where women-led enterprises presented a bold, future-focused agenda for the state.

Invited by Nayab Singh Saini, the consultation brought together a diverse delegation of women entrepreneurs led by PHDCCI Women Entrepreneurs, along with representatives from COWE Haryana, IamSMEofIndia, and sector-spanning business leaders. The aim was clear: to ensure Haryana’s economic vision is inclusive, sustainable, and women-driven.

A key message echoed throughout the session was that women entrepreneurs no longer wish to remain confined to the startup bracket alone. Instead, they seek to build scalable enterprises, contribute meaningfully to industrial growth, and generate employment at scale, positioning women as a central force in Haryana’s transformation journey.

Recommendations made

Among the recommendations presented was the need to identify priority industries and services for women-led enterprises to receive targeted incentives and subsidies. This, the delegation noted, would accelerate participation beyond micro-enterprises and encourage women to enter manufacturing, technology, and high-growth sectors.

A strong grassroots focus also emerged through the proposal for a state-wide Micro Business Program, designed to promote self-employment among women innovators through structured training, seed funding, mentoring, and assured market linkages. Complementing this was the call for Centres of Excellence for Women in Emerging Technologies, with a special focus on AI, electronics, and deep-tech, particularly benefiting students from polytechnics and women’s colleges.

Recognising that mindset remains a major barrier, the delegation stressed the importance of state-wide public awareness campaigns, especially in Tier-3 and Tier-4 cities, to encourage women’s education, employment, and entrepreneurship with family and community support.

Equally significant were recommendations on market access and procurement, including strict enforcement of the 3% public procurement mandate for women entrepreneurs, export facilitation mechanisms, and tax incentives to promote private-sector adoption of women-led products.

The consultation also highlighted women-centric welfare measures such as workplace health schemes, simplified access to finance, and incubation centres with co-manufacturing facilities, ensuring that women are supported end-to-end, from idea to market.

As Haryana looks ahead to 2047, this consultation underscored a powerful reality: a progressive, resilient, and sustainable state cannot be built without women at the forefront, not just participating in growth, but leading it.
